No electric connection from day 1

Having a very bad experience. Straightaway, I'm moving to the property. I realised there is no electrical connection. I’ve called Origin and found out that to connect to electricity, a Certificate of Compliance for Electricity Work is required. Called Cooper and Cooper, the manager said something is wrong on the back end. She called 3rd party, then called me back. And said my connect will call you back so that you will have electricity soon. But nobody called me for 2 hours. Then I called my contact again and said that Origin needs a certificate of compliance for the work, otherwise it cannot be connected. So I have no electricity for the Easter holiday? But the manager is trying to solve the problem even though after work hours, just before the long weekend is very applicable.
